Why Are My Answer Rates So Low?

It’s supposed to be simple. You call your customers, they pick up. That’s how it should work.

But before your call ever reaches a real person, it has to pass through a maze of invisible checkpoints—some controlled by companies you’ve never heard of.

They decide if your call gets through, gets flagged, or disappears...

The Dialer Dozen: 12 Groups You Need to Know About

Analytic Companies

Carriers - Intermediary

Carriers - Intermediary

You've probably heard of them: Hiya, TNS, FirstOrion.  They analyze massive amounts of call data to predict fraud, flag suspicious numbers, and create risk scores that determine whether your call is labeled as spam—or blocked entirely.  Far too often, they get blamed in the answer rate game as many calls never reach them.

Carriers - Intermediary

These middleman carriers pass calls between networks, but along the way, they might alter caller ID data, apply filtering rules, or drop calls altogether. You think your call is going through? It might never reach the other side...and worse: it sometimes will appear answered which might be fraud...

Device Manufacturers

The major wireless carriers have their own internal fraud detection for good reason: to protect their subscribers from bad actors.  Understanding if your calls get caught up here...smart.

Phone makers like Apple and Samsung build built-in call filtering into their devices. That means the phone itself can silence your call, categorize it as unknown, or push it straight to voicemail—without the user even seeing it.

Spam-blocking apps like Robokiller, and Truecaller let users report numbers and automatically block "suspicious" calls. The problem? Once your number is flagged, getting it off their blacklist can be hard to do.

Honeypot Services

Application Developers

These services set traps for spam calls by using fake phone numbers that only spammers should dial. But legitimate businesses sometimes get caught, leading to false positives and lower answer rates. If your number lands on their list, your calls could be doomed before they even start.

CNAM (Caller Name) Providers

CNAM (Caller Name) Providers

CNAM (Caller Name) Providers

Manage caller ID names using LIDB (Line Information Database,) but delays in updating the correct name information and mismatches can make real calls look suspicious

STIR/SHAKEN Framework

CNAM (Caller Name) Providers

CNAM (Caller Name) Providers

Designed to stop spoofed calls by verifying caller identity, but inconsistent attestation levels, carrier filtering, and call routing issues often lead to legitimate business calls being flagged, downgraded, or blocked outright.

Number Rotation Traps

Screen calls to help users, but they can misjudge real business calls as spam or unimportant.

Number Rotation Traps

Some businesses rotate numbers to avoid spam flags, but many entities track these patterns as they consider them 'deceptive.' If your numbers switch too often, they might get flagged as suspicious or blocked completely—even if your calls are legitimate.  And guess what...groups work together on this one...watch out.

Dialer Platforms

Industry & Government Databases

Industry & Government Databases

Cloud dialers and CRMs help businesses connect faster, but their internal spam controls, compliance rules, and call pacing limits can restrict outbound calls. If your call volume spikes or triggers internal filters, your calls may be throttled, delayed, or blocked entirely without you knowing.

Industry & Government Databases

There’s no single national blocklist, but carriers, analytics firms, and regulators all maintain private, overlapping databases of flagged numbers. Once a number lands on one, getting off is nearly impossible—and you may never even know you’re on it. :(

How Can You Take Control? 10 Things You Can Do RIGHT NOW.

1️⃣ Register Your Caller ID Properly (CNAM & LIDB)

  • Ensure your business name is correctly listed in Caller Name (CNAM) databases to build trust.
  • Update records in LIDB to prevent your number from showing as “Unknown” or “Potential Spam.”
  • www.freecallerregistry.com is a good idea for registering your numbers although it won't be too helpful on the name side of things.

2️⃣ Monitor & Improve Your Number Reputation

  • Use tools that check spam labeling across carriers and analytics providers (Hiya, TNS, First Orion).
  • If flagged, follow remediation processes with each provider to clear your number.

3️⃣ Get Full Attestation (STIR/SHAKEN)

  • Work with your carrier to ensure A-level attestation for your calls, increasing trust.
  • If your provider only gives B or C attestation, your calls are more likely to be blocked.

4️⃣ Avoid At All Costs Suspicious Number Rotation

  • Rapidly switching numbers can trigger spam detection algorithms.
  • Don't do number rotation.  You'll get caught.  Spend your time building a good reputation for your number.  Imagine if you rotated your own personal name all the time?  Just not good.

5️⃣ Use Trusted Dialing Practices

  • Avoid excessive call volume from a single number in a short time unless you've told the right parties that you have a high-volume number.
  • Stay compliant with proper dialing speed and call pacing to prevent flagging.

6️⃣ Monitor Carrier & Call Blocking App Lists

  • Check if your numbers are flagged by Robokiller, Truecaller, and carrier spam lists.
  • Submit appeals for incorrect spam labeling where possible.

7️⃣ Check for Industry & Government Database Listings

  • Your number may be on a private or carrier-maintained blocklist.
  • Identify and work to remove your number from overlapping spam and fraud lists.

8️⃣ Ensure Your Calls Aren't Hitting Honeypots

  • Avoid buying low-quality lead lists that may include spam trap numbers.
  • If your numbers are caught in a honeypot, they may be flagged network-wide...so don't call into them!

9️⃣ Test & Track Your Answer Rates Across Networks

  • Regularly test your numbers AND CALL PATHS on different carriers and devices to see if they connect properly.
  • Track trends in declining answer rates to pinpoint potential filtering issues.

🔟 Diversify Your Calling Approach

  • Supplement calls with text, email, and branded caller ID solutions to establish trust.
  • If people expect your call, they’re more likely to answer.
